Shipping Policy — International Tobacco Delivery, Customs Framework, and Refund Terms

This document sets out how orders placed with Cheap Cigarettes are processed, dispatched, and delivered across international destinations. It covers processing windows, transit expectations, tracking, customs procedures, restricted destinations, and the refund framework applicable to delivery-stage issues.

Documented dispatch. Declared transit windows. Compliant international logistics.

Access to this policy assumes the reader is an adult purchaser who has satisfied the age verification requirement stated at checkout. Provisions below apply across all three product categories listed in the store — factory-rolled cigarettes, hand-rolling tobacco, and cigarillos.

Dispatch Origin and Distribution Model

Parcels are dispatched from European fulfillment points through registered international postal services with tracked hand-over at the origin facility. Cheap Cigarettes operates within the same documented cross-border distribution model declared across the wider catalog — sourcing through traceable channels, dispatch through registered post, delivery through the destination country’s own postal network or a partnering local carrier.

Every consignment moves through four operational stages:

  • Export handling at the origin postal facility.
  • International air transit to the destination country.
  • Customs processing within the destination jurisdiction.
  • Local carrier delivery to the declared recipient address.

Each parcel is issued a tracking identifier at the moment of hand-over to the postal operator. No consignment leaves the origin facility without a corresponding tracking record linked to the order.

Order Processing Window Before Dispatch

Once payment clears and age verification is confirmed at checkout, the order enters the processing stage. During this stage the following steps are executed:

  • Availability across the ordered product lines is verified against current stock.
  • Destination eligibility is checked against applicable regional prohibitions (see: Restricted Destinations).
  • Items are packaged for international transit — cartons sealed, pouches cushioned, cigarillo tins protected against handling stress.
  • The tracking identifier is generated and linked to the order record and to the purchaser’s email.

Standard processing window: within 48 hours of payment confirmation and age verification clearance. Orders placed on weekends or on public holidays at the origin location enter processing on the next operational day. Where an item within the order is temporarily out of stock, the purchaser is contacted before dispatch with the option of substitution, split shipment, or full refund on the affected line.

Delivery Methods and Transit Windows

Two dispatch options are offered at checkout. The applicable transit window depends on the method selected and on the destination zone.

Standard Dispatch

Standard dispatch is complimentary on orders of $99 or more. Below the threshold, a standard-rate fee is calculated at checkout on the basis of the destination and the parcel weight.

Express Dispatch

Express dispatch is a paid option available on all order values. The applicable fee is calculated at checkout on the basis of the destination and the parcel weight. Express handling receives priority processing at the origin facility and moves through higher-tier postal channels for accelerated transit.

Dispatch method Within Europe
(business days)
Outside Europe
(business days)
Standard (complimentary above $99 order value) 14–21 21–32
Express (paid, calculated at checkout) 7–14 14–25

End-to-end transit is counted from dispatch confirmation to recorded delivery, inclusive of customs processing at the destination.

Windows above are declared reference ranges observed across registered international postal channels. They are documented averages, not delivery guarantees. Destination customs processing is the largest single variable and remains outside vendor control — a position consistent with documented international logistics conditions.

Peak-season periods — typically from mid-November through early January — and destination-specific customs backlogs may extend these ranges. During such periods the tracking record remains active and reflects the current transit position.

Tracking and Transit Visibility

The tracking identifier is transmitted to the purchaser by email at dispatch confirmation. Consignment status can be reviewed through:

  • The Order Tracking page on this store.
  • The destination-country postal operator’s own tracking portal, linked together with the identifier.

Typical scan pattern on registered international postal shipments:

  • Origin scan within 24–48 hours of dispatch confirmation.
  • Export scan when the parcel leaves the origin country.
  • Import and customs scans on arrival at the destination country.
  • Local carrier hand-off and delivery attempts within the destination network.

Gaps of 5–10 days between scans during the international leg are normal on registered postal channels and do not, on their own, indicate a lost consignment. Extended gaps most often correspond to routine customs processing at the destination facility and resolve automatically once the parcel is released.

Customs Processing and Import Responsibility

Tobacco products across all categories listed on this platform are regulated goods subject to import controls in every jurisdiction served. Cross-border movement is executed through documented postal channels and, upon arrival at the destination, becomes subject to the customs procedures established under the laws of the destination jurisdiction.

Purchasers bear sole legal responsibility for the following:

  • Confirmation that the ordered product format is lawfully importable at the declared delivery destination.
  • Confirmation that the order quantity does not exceed the applicable personal import allowance under destination law.
  • Remittance of all customs duties, excise taxes, and import levies payable upon receipt in compliance with local obligations.
  • Provision of any information, declaration, or documentation requested by customs authorities in the destination jurisdiction.

This platform does not facilitate customs evasion and does not provide advisory services on the avoidance of lawful declaration requirements. Placement of an order constitutes acceptance of sole legal responsibility for import compliance at the declared delivery destination.

Restricted Destinations and Product-Specific Import Prohibitions

Regional import prohibitions apply to specific product formats. Eligibility for dispatch is verified against the declared delivery address at checkout. Orders directed to restricted jurisdictions for a prohibited format cannot be completed at the transaction stage.

Menthol-Characterized Formats

The sale and import of menthol-characterized cigarettes and menthol-characterized rolling tobacco are prohibited in the jurisdictions listed below. Consignments containing such formats will not be dispatched to these destinations:

  • European Union member states — Directive 2014/40/EU, effective 20 May 2020.
  • United Kingdom.
  • Additional jurisdictions listed on the destination eligibility screen at checkout.

General Personal-Import Restrictions

A number of jurisdictions apply general prohibitions or severe restrictions on personal tobacco imports through postal channels. Non-exhaustive reference list:

  • Australia — significant restrictions on personal tobacco imports under amendments to the Excise Tariff Act, effective 2019.
  • Singapore — chewing-tobacco prohibition and quantity restrictions on other tobacco categories.
  • Bhutan — general prohibition on tobacco imports for personal use.
  • Additional jurisdictions where personal import of tobacco is subject to licensing or prohibited.

Where dispatch to a destination is not available for the ordered format, the transaction cannot proceed at checkout. The full destination eligibility matrix is applied automatically at the address verification step.

Age Verification at Delivery

Age verification is applied at two stages of the transaction. At the transaction stage, verification is a condition of order completion — no order may be placed in the absence of satisfaction of the applicable age verification requirement. At the delivery stage, the postal operator or local carrier in the destination jurisdiction may be empowered by law or by operational policy to request proof of age from the recipient.

Where destination regulations or carrier procedure require identification for the release of a tobacco consignment, the recipient present at the declared delivery address must:

  • Satisfy the minimum legal tobacco acquisition age applicable in the destination jurisdiction.
  • Be able to produce valid photographic identification issued by a competent authority.

Consignments cannot be released to recipients unable to satisfy this requirement. A parcel refused on this ground is treated as a failed delivery attempt and follows the resolution procedure defined below.

Delivery Scenarios and Resolution Procedures

The provisions below define how specific delivery-stage events are handled. Each provision applies from the moment a tracking identifier is issued.

Customs Hold or Extended Inspection

Consignments may be held at the destination customs facility for standard inspection. This is a routine step in cross-border tobacco logistics and not, in itself, an adverse event. If a hold extends beyond 14 business days from the recorded import scan with no status change, the shipping support team will open an inquiry with the postal operator on the purchaser’s request.

Customs Duty Assessment and Purchaser Election

Where customs authorities at the destination assess an import duty on the consignment and the purchaser elects not to remit the assessed amount, the parcel is either returned to origin or abandoned per destination customs procedure. In this case, a full refund of the order value is issued on confirmation of the customs event. The decision to pay or decline the assessed duty rests with the purchaser and does not affect refund eligibility.

Customs Seizure of the Consignment

Where a consignment is seized by customs authorities at the destination outside a duty assessment scenario — for example, following a regulatory action on the product category or a documented dispatch error against the checkout eligibility check — a full refund of the order value is issued on receipt of the seizure notice. Documentation of the customs correspondence supports the claim review.

Confirmed Loss in Transit

A consignment is treated as non-delivered once the maximum transit window applicable to the selected dispatch method and destination zone has been exceeded and the tracking record shows no delivery scan. On confirmation, the purchaser may elect either a full refund or a reshipment at no additional charge. The extended non-delivery provision defined under the refund guarantee applies where the transit window closes near the guarantee window.

Damaged Consignment on Arrival

Where a parcel is received in a condition that has compromised the enclosed items — crushed cartons, torn pouches, damaged tins — the purchaser is asked to retain the packaging and the affected items and to submit photographic documentation within 7 days of the recorded delivery date. Confirmed damage claims are resolved through a partial or full refund, or reshipment of the affected line.

Incorrect or Incomplete Address

Where a consignment is returned to origin, held by the local carrier, or delivered to an unintended address as a result of an address error attributable to the purchaser, reshipment to a corrected address is available against payment of the additional postage cost. Address errors identified before dispatch can be corrected at no cost by contacting shipping support before the dispatch confirmation is issued.

Failed Delivery Attempts

Where the local carrier records a failed delivery attempt — no recipient present, no age-eligible recipient present, refusal to accept — the consignment is typically held at a local depot for a period defined by carrier procedure in the destination country. The purchaser is responsible for arranging pickup or redelivery within this window through the local carrier’s channels.

Refused or Undeliverable Return

Consignments returned to origin due to recipient refusal or repeated failed delivery attempts outside a customs event do not qualify for automatic refund. Reshipment following a returned parcel is available against payment of the additional postage cost. Where the returned consignment does not physically arrive back at the origin facility and the tracking record stalls without further updates, the case is treated under the non-delivery provision above.

Refund Guarantee and Reshipment Terms

A 45-day refund guarantee applies to every order from the date of dispatch confirmation. Within this window, refund or reshipment is available for the delivery-stage events documented below. Approved refunds are processed within 10 business days of claim approval.

A refund is issued in the following cases

  • Confirmed non-delivery of the consignment within the maximum transit window applicable to the selected dispatch method and destination zone.
  • Damage to the enclosed items during transport — including items rendered unusable through moisture exposure, compromised packaging, or handling stress in transit.
  • Customs duty assessment at the destination where the purchaser elects not to remit the assessed amount, resulting in return to origin or abandonment of the parcel.
  • Customs seizure of the consignment following a regulatory action documented in the customs correspondence.
  • Consignment not lodged with the postal operator within 10 business days of payment clearance in the absence of prior notification to the purchaser.

A reshipment is available in the following cases

  • Confirmed non-delivery, as an alternative to refund at the purchaser’s election.
  • Confirmed damage compromising the enclosed items, as an alternative to refund.
  • Address correction following return to origin, against payment of the additional postage cost.

Refund and reshipment are not available in the following cases

  • Delivery attempted to the address matching the purchaser’s declared order data where the recipient was not present or was not age-eligible.
  • Consignment refused at delivery by the recipient outside a customs event, without a subsequent tracked return to origin.
  • Claims submitted more than 45 days after the date of dispatch confirmation, subject to the extended non-delivery provision below.

Where the applicable maximum transit window for the selected dispatch method and destination zone extends near the closing of the 45-day guarantee, a non-delivery claim remains eligible for a further 7 business days beyond the stated maximum, so that the transit window is not exhausted at the same moment as the claim window.

Claim Submission and Processing

Claims are submitted through the shipping support channel listed at the foot of this page. A claim record requires the order reference, the tracking identifier, a description of the issue, and — where applicable — photographic documentation of damage or a copy of the customs correspondence. Standard claim review window: 5 business days from submission. Approved refunds are returned to the original payment method within 10 business days of approval. Time to appearance on the purchaser’s account depends on the payment processor and the issuing bank.

Purchaser Responsibilities During Shipping

Placement of an order constitutes acceptance of the following responsibilities on the purchaser’s side:

  • Provision of an accurate and complete delivery address at checkout.
  • Satisfaction of the minimum legal tobacco acquisition age in the destination jurisdiction.
  • Availability of an age-eligible recipient at the declared delivery address during the standard transit window applicable to the destination.
  • Ability to produce valid photographic identification where requested by the delivering carrier.
  • Compliance with all applicable import obligations, including declaration requirements, personal import allowances, and payment of duties and taxes.
  • Monitoring of the tracking record and timely response to any correspondence from the postal operator or the destination customs authority.
