Hand-rolling and pipe tobacco are not interchangeable

Both are loose tobacco sold by weight, which is why they share a subcategory, but they are made to different specifications and in most jurisdictions are taxed under separate headings.

Hand-rolling tobacco is fine cut or shag — narrow enough to roll into a paper by hand. Pipe tobacco is cut wider, as ribbon, flake, plug, cake or ready rubbed, and is packed into a bowl rather than rolled. Neither substitutes for the other. Where a tax authority separates them, the classification printed on the pouch or tin governs.

Hookah tobacco is a separate product class

Hookah tobacco, also called shisha or mu'assel, is not loose leaf on its own. It is cut tobacco combined with a humectant, usually glycerine, and a sweetening base such as molasses or honey, so tobacco is only part of the stated net weight. It is supplied in sealed tubs and pouches, used with a waterpipe and a heat source above the bowl rather than lit directly, and cannot be rolled or packed into a pipe.

Storage

Loose tobacco is finished at a set moisture content and, once opened, moves towards the humidity of the room. Press resealable pouches flat before closing; close tins and tubs fully after use. Keep all three out of direct sunlight and away from heat. Unopened, the product holds to the date on the packaging.
